Designed by Giuseppe Samonà and Guido Viola, it was built in 1940. Recognizable by travertine and Carrara marble, squared and compact building mass. The facade is almost flat, simple. Interior decorations are all related to Fascism. Outside, a large marble bas-relief allegorical of "Work" is artistic jewel carved by the sculptor Antonio Bonfiglio.
